With reference to previous correspondence
on the subject of the prevalence of piracy in neighbouring
waters, I have the honour to state that in December last
I appointed a Committee under the Chairmanship of Lieutenant Commander Hake, Assistant Harbour Master, to consider various suggestions which had been made for the modification of the Piracy Regulations. The other members of the Committee were the Crown Solicitor, Captain Bloxham, the officer in charge of Indian guards, Mr. N. S. Brown, representing British shipowners, Mr.
T. N. Chau, representing Chinese shipowners and Lieutenant Commander T. T. Laurenson, Secretary of the China Coast Officers Guild. The enclosed paper specifies the points on which the Committee were desired to advise.

On December 16th, Lieutenant Commander Hake forwarded the enclosed report from which it will be seen that the representatives of the shipowners and ships officers refused to take any part in the deliberations of the Committee on the ground that they objected to the regulations entirely. They wished that the scope of the Committee's enquiry should be altered so as to enable it to discuss the whole question of piracy. My sole object
